Planning Commission Meeting Canceled as Draft Ordinance Shows Significant Progress


 

OSHTEMO CHARTER TOWNSHIP, Mich. – The Planning Commission meeting scheduled for June 11 has been canceled. No agenda items are ready for review while staff and the Township’s consultant complete a comprehensive evaluation of the proposed draft regulations for utility scale energy systems.

Over the past several months, Township staff have prepared more than 30 pages of draft ordinance language. In addition, the external subject matter expert retained to assist the Township has submitted over 40 pages of detailed comments and alternative wording. Although some recommendations overlap, the volume and complexity of the input require careful review to determine the best approach and exact language for incorporation into the formal draft of the document.

These developments represent significant, constructive progress. The Township is proceeding deliberately to ensure the ordinance is legally sound, scientifically and technically strong, and protective of the environment. Because a moratorium is in place, no application has been filed, and the project developer has not re-entered the Midcontinent Independent System Operator (MISO) queue, the Township has the time necessary to complete this work thoroughly.

“Receiving comprehensive, expert feedback and refining our language to incorporate it appropriately are critical steps in producing an ordinance that protects community interests,” said Jodi Stefforia, Planning Director. “We will take the time required to evaluate each recommendation and refine the draft so the final regulations are clear, enforceable, and incorporate best practices.”

Along with Supervisor Open Office Hours and the new Community Conversations series, battery energy storage is now a standing agenda item at Township Board meetings, giving residents an additional opportunity to share their perspectives as the Township develops the ordinance.
