JOINT MEETING

November 16, 1999

The quarterly meeting of the Township Board, Planning Commission and Zoning Board of Appeals was held at the Township Hall. The meeting was called to order by Supervisor Fleckenstein at 7:00 p.m.

PLANNING COMMISSION WORK PLAN

Wilfred Dennie, Planning Commission Chairman reviewed the work plan for the next seven months. Topics include Sign Regulations, Landscaping Text, Industrial Text Update, Village Commercial District, and Parking Provisions Update.

REVIEW OF ADULT REGULATED USES ORDINANCE ISSUE

Mr. Dennie presented the Planning Commission final draft of an ordinance concerning adult regulated businesses. He explained that under current standards such uses would apply for use in Commercial zoning. The proposed text will stipulate however that such uses must be located a minimum of 500 feet from family oriented businesses, residential homes and churches. The Planning Commission recommendation is to allow these uses as a Special Exception Use in the Industrial zone with the same 500 foot minimum criteria. This item is ready to be forwarded to the Township Board.

COMMUNICATIONS TOWERS

Mr. Dennie advised that Consumers Power has begun to lease/rent space on their transmission towers for co-location of communication antennas. Since the current tower ordinance encourages co-location, thereby reducing the number of towers constructed, it needs to be modified to recognize this use. The text amendment will also include a provision for administrative approval of new applicants who wish to co-locate on an existing tower. Public hearing on this item will take place in December.

INDUSTRIAL CLASSIFICATION UPDATE

Mr. Dennie advised that a citizens committee review recommended no change in the amount of land currently zoned industrial. The Planning Commission will be looking at means to maintain the current inventory of industrial land while also allowing office use. They will review the commercial/industrial parks that now exist in the area which allow offices as a subordinate use. The timetable reflects an outline ready in December with a first draft for consideration in January.

SIGN ORDINANCE UPDATE

Mr. Dennie reviewed the proposed sign ordinance update. The updated ordinance would regulate signs more by use rather than by zoning district. After comments/questions from Board Members, Mr. Dennie suggested the Planning Commission do another review. Planning Commission public hearing is scheduled for January.
