Township Board Minutes
MAY 12, 1998
The Oshtemo Township Board held its regular meeting at the Township Hall. The meeting was called to order by Supervisor Fleckenstein, at 7:00 p.m.

Also present was James Porter, Township Attorney and Robert Snell, Township
along with 7 interested people.
Motion made by Block, seconded by Johnson to approve the minutes of our last meeting, April 28, as prepared. Carried.
Income to the General Fund of $39,871.27 and disbursements of $75,251.30 were reported. Fire Fund income was $2.00 with disbursements of $30,807.28. Motion made by Anderson, seconded by Johnson, to acknowledge the receipts and pay the bills. Carried.
REZONING - SECTION 13, BY US 131
An ordinance rezoning approximately 19 acres of land located in Section 13, along US 131 and north of T.G.I. Fridays, from "R-4" Residence District to "C" Local Business District was presented for Second Reading. There were no comments or questions. Motion made by Brown, seconded by Block to accept the recommendation of the Planning Commission and approve the rezoning. Roll call showed: Brown - yes Block - yes Johnson - yes Anderson - yes Bushouse - yes Branch - yes Fleckenstein - yes
OPEN SPACE TEXT AMENDMENT
An ordinance amending the text of the Open Space Ordinance was presented for First Reading. The amendment provided for many changes, two of which included; eliminating the minimum area requirement and expanding the permitted dwellings to include two-family units.
There were no comments and a motion was made by Block, seconded by Brown to accept the ordinance for First Reading and set the Second Reading for May 26. Carried.
REZONING - SECTION 25
KALAMAZOO AREA CHRISTIAN RETIREMENT ASSOCIATION
An ordinance amendment, rezoning approximately 3.5 acres of land, situated north of and adjoining Park Village Pines on /Crystal Lane, from "R-2" to "R-4", was presented for First Reading. This rezoning would allow for an Alzheimer/Dementia facility to be built there.
There were no comments and a motion was made by Branch, seconded by Johnson to accept the ordinance for First Reading and set the Second Reading for May 26. Carried.
9TH STREET FOCUS AREA OVERLAY ZONE
The recommendation from the Planning Commission to establish the 9th Street Focus Area Overlay Zone was presented for First Reading. The creation of the overlay zone would provide another option for development of the land along W. Main, between 9th Street and 10th Street and the area along West KL, between 9th Street and the Mobile Home Park.
Hearing no comments or questions, a motion was made by Block, seconded by Branch to accept the ordinance for First Reading and set the Second Reading for May 26. Carried.
NORDIC ELECTRIC - REQUEST FOR FRANCHISE
Attorney James Porter reported that he amended the proposed ordinance, that would grant a franchise to Nordic Electric to use the rights of way in Oshtemo Township. He revised it to include a termination of thirty (30) years.
There was discussion about the future and the concern about the residential users. Attorney Porter explained that it would be difficult to deny an original franchise or a renewal.
Motion made by Brown, seconded by Johnson to accept the ordinance for First Reading and set the Second Reading for May 26. Carried.
NEW FIRE STATION
The Building Committee requested approval to hire an engineer to assist with the building design and site plan preparation for the new fire station. The cost would not exceed $19,000.
Bruce VanderWeele, who has his business in Oshtemo, had been contacted and would be able to handle this job. It was explained that he had worked on many projects in our township and was highly thought of.
Motion made by Anderson, seconded by Branch to approve hiring an engineer at an expense not to exceed $19,000. Carried.
BOARD MEMBER COMMENTS
Trustee Anderson and Trustee Block stated they appreciated Supervisor Fleckensteins position regarding the recently announced Fresh Start proposal. They too, felt the townships should have been included.
Clerk Branch announced that the Disc Golf Baskets are installed and reminded everyone of the Disc Golf event that would take place the following Saturday and Sunday, May 16 & May 17 in the Park.
Trustee Johnson stated that due to the Disc Golf event, the trash trucks will be moved up to the parking lot by the township hall.
Trustee Bushouse commented on the fund raiser that McDonalds was holding for the township and suggested that the Oshtemo Rotary work with them on a project.
Supervisor Fleckenstein reported to the Board about the settlement of the wastewater suit between the Cities of Portage and Kalamazoo. The township will benefit from the agreement.
He also reported that the Water/Wastewater Commission that was recently formed, has selected their officers and engineering firm.
There was no further business and the meeting adjourned at 7:50 p.m.
