OSHTEMO CHARTER TOWNSHIP

Township Board

May 9, 2000

                
                                
The Oshtemo Township Board held its regular meeting at the Township Hall. 
The meeting was called to order by Supervisor Fleckenstein, at 7:00 p.m.

PRESENT:
Supervisor Ron Fleckenstein
Clerk Deb Everett
Treasurer Lois Brown
Trustee Norm Anderson			
Trustee Marvin Block
Trustee Dave Bushouse
Trustee Fred Johnson

Also present was Richard Reed, Township Attorney, Scott Paddock, Ordinance 
Enforcement Officer and 1 interested person.  

Motion made by Block, seconded by Johnson to approve the minutes of the 
April 25th meeting. Carried.

Income to the General Fund of $29,243.41 and disbursements of $392,198.13 
were reported. Income to the Fire Fund of $6,281.32 and disbursements of 
$356,209.62 were reported. Treasurer Brown noted that $300,000 from General 
Fund disbursements and $300,000 from Fire Fund disbursements were in the form
Of investments made.  Motion made by Anderson, seconded by Block to 
acknowledge the receipts and pay the bills.  Carried.
                                
                       CITIZENS COMMENTS
None

                  PROCEDURE FOR PUBLIC COMMENT
Supervisor Fleckenstein presented a resolution addressing public comment at Township Board
and Committee meetings.  While there has been a policy in place for some time, a formal
resolution has not been adopted.  

Motion made by Brown, seconded by Anderson to adopt the resolution.  Roll call vote showed
Bushouse-yes, Johnson-yes, Block-yes, Anderson-yes, Brown-yes, Everett-yes, Fleckenstein-yes.

                    REPLACE TOWNSHIP VEHICLE
Supervisor Fleckenstein presented a request to purchase a new vehicle, primarily used by the 
Building Department, to replace the 1989 Buick currently being used which has over 82,000
miles on it, and is in need of several repairs.  He further advised that funds had been budgeted for
this year to replace the vehicle.

Two bids were received :
	DeNooyer Chevrolet - 2000 S-10 Pickup - $17,007.00
	Seelye Ford - 2000 Ranger Pickup - $16,936.20

In response to Board Member questions, Mr. Paddock advised a bed liner and cover for the new
pickup were not being proposed at this time, a replacement seat for the Buick could not be
located, the entire air conditioning system needs to be replaced and a head gasket problem was
found during routine maintenance.  

Motion made by Johnson, seconded by Anderson to approve the purchase from Seelye Ford for
$16,936.20.  Carried.

                 REVISION TO 2000 ROAD PROJECTS
Road Committee Member Everett advised the Board that funds from the original list of proposed
road work for this year had included West N Avenue, which after Board discussion at the
February 8th meeting should have been removed.  Those funds have not been allocated to another
project, therefore the Road Committee is recommending those funds plus others previously
allocated to microseal projects be used to fund the chip seal maintenance for West H Avenue
from 3rd Street to 9th Street.  She further advised the committee feels H Avenue is in need of
repair and should not wait another year.  

Trustee Block expressed concern that although the completion of the microseal project from
1999 for the Springwood Hills plat has been carried over to this year, no work should be done
until the water project and all necessary repairs to the roads have been completed.

Motion made by Everett, seconded by Brown to approve the revised list of road projects for 2000
and notify the Kalamazoo County Road Commission that microseal work in Springwood Hills
should not be done until they contact our office for status of the water project road repairs.

                     BOARD MEMBER COMMENTS
Trustee Johnson commented Bob Harvey, our trash day attendant, is doing a splendid job and
perhaps a letter to him would be order.

Trustee Bushouse commented residents should be advised to cover their loads when coming to
trash day.                   

He also requested that the Road Committee take a look at the roads in the Essex Hills plat; he
feels they are in need of attention.                 
                                

There was no further business and the meeting was adjourned at 7:25 p.m.
