TOWNSHIP BOARD

March 12, 2002

Public Comment session was held at the Township Hall. Supervisor VanDyke called the meeting to order at 6:00 p.m.

Also present was Marc Elliott, Township Engineer, and 1 interested person.

PUBLIC COMMENT

None.

The Alamo Township Board had been invited to attend the meeting. Supervisor Bob Vlietstra was present. Discussion was held regarding fire protection, need for infrastructure and future development.

Supervisor VanDyke called the regular meeting to order at 7:05 p.m.

Also present was Bob Engels, Township Attorney, Marc Elliott, Township Engineer, Mary Lynn Bugge, Planner, and approximately 8 interested people.

Motion by Brown, second by Brodasky to approve the minutes of the February 26th meeting. Carried.

Income to the General and Fire Funds of $13,491.42 and disbursements of $165,343.50 were reported. Motion by Worline, second by Brown to accept the report as presented. Carried.

CITIZENS COMMENTS

Laurie Wellington, 4657 White Pine, expressed concerns regarding the personal property tax being assessed to residents of manufactured home communities. She was advised this is a state requirement. There was also discussion of other proposed legislation that would affect residents of manufactured home communities. Ms. Wellington was advised she should contact her state legislators and contact information would be provided to her.

PUBLIC HEARING - LIQUOR LICENSE APPLICATION

The Board had set this meeting date as the public hearing date for any liquor license applications received by February 12th. Clerk Everett advised one application had been received by the deadline. She further advised a letter had been delivered to the Township on March 11th from the applicant stating they would not be proceeding with the proposed project at this time.

TENATIVE & FINAL APPROVAL OF PRELIMINARY PLAT - THERESA PLAT

Planner Mary Lynn Bugge presented a one-lot plat on Drake Road just south of West Michigan to be called Theresa Plat for tentative and final approval of a preliminary plat (Steps 1 and 2). She advised public sewer and water are available, the City of Kalamazoo who has authority over Drake Road in that area has approved the plat contingent upon dedication of an additional 17 feet of right of way for road way purposes, stormwater will be controlled on site, Step 1 fees have been paid, the Township Engineer has reviewed the plat, and approval should be subject to review by the Township Attorney.

Motion by Culp, second by Brodasky to grant tentative and final approval of the preliminary plat conditioned upon payment of fees for Step 2 and review and approval by the Township Attorney. Roll call vote showed Brodasky-yes, Brown-yes, Bushouse-yes, Culp-yes, Everett-yes, VanDyke-yes, Worline-yes.

PILOT ORDINANCE AMENDMENT

An amendment to the ordinance for Payment in Lieu of Taxes (PILOT) was before the Board for Second Reading.

Motion by Brown, second by Culp to adopt the amendment. Roll call vote showed Brown-yes, Bushouse-yes, Culp-yes, Everett-yes, VanDyke-yes, Worline-yes, Brodasky-yes.

PURCHASE TOWNSHIP FACILITIES SIGNS

Trustee Brodasky presented a recommendation from the Buildings & Grounds Committee to purchase new identification signs for all Township facilities. He advised the proposal from Signwriter included 9 signs installed at a total cost of $8,910.00.

Trustee Brown commented the memo from the committee read "plus installation"; it was corrected per the proposal from Signwriter to read "including installation". Trustee Bushouse commented street address numbers should also be placed on all Township buildings. Trustee Brodasky advised the committee would address this.

Motion by Worline, second by Brown to approve an expenditure of $8,910.00 for signs. Carried.

RESOLUTION OF SUPPORT

INDEPENDENT DISPATCH AUTHORITY

The Kalamazoo County Council of Governments (COG) is asking local units to endorse the concept of a central dispatch with an independent authority to administer it. A proposed resolution of support was presented.

Motion by Worline, second by Brodasky to adopt the resolution. Roll call vote showed Bushouse-yes, Culp-yes, Everett-yes, VanDyke-yes, Worline-yes, Brodasky-yes, Brown-yes.

BOARD MEMBER COMMENTS

Trustee Worline commented MTA Capitol Conference he attended was very informative

There was no further business and the meeting was adjourned at approximately 7:50 p.m.
