OSHTEMO CHARTER TOWNSHIP

TOWNSHIP BOARD

July 25, 2000

The Oshtemo Township Board held its regular meeting at the Township Hall. The meeting was
called to order by Clerk Everett at 7:00 p.m.

PRESENT:
Clerk Deb Everett
Treasurer Lois Brown
Trustee Marvin Block
Trustee Fred Johnson

Also present was Richard Reed, Township Attorney, Bob Snell, Township Engineer, and 35
interested people.

Clerk Everett advised that Supervisor Fleckenstein would be absent due to a death in his family. 
Motion made by Everett, seconded by Brown to appoint Trustee Block to chair the meeting. 
Carried.

Motion made by Brown, seconded by Johnson to approve the minutes of the July 11th meeting.   
Carried.  

Income to the General Fund of $114,507.07 and disbursements of $135,652.76 were reported. 
Income to the Fire Fund of $40.50 and disbursements of $35,753.39 were reported.   Motion
made by Johnson, seconded by Everett to acknowledge the receipts and pay the bills.  Carried.
                                
                       CITIZENS COMMENTS
Kevin Putman, 3223 Mill Creek, stated he is the spokesperson for Concerned Firefighters for
Oshtemo, an independent committee representing more than 75% of the firefighters employed by
Oshtemo Fire Department.  He further stated they were present to announce their political
support for Ron Fleckenstein, Nancy Culp, Deb Everett, Norm Anderson, Marv Block, Lois
Brown, Fred Johnson, and Millard Loy, as they feel these candidates best support  responsible
land management and zoning, fiscal responsibility, increased customer service to the taxpayers,
progressive fire protection delivery, and aggressive delivery of emergency medical services.  
He further stated that candidates not receiving their support either do not agree with their 
platform or have made it clear that they are running independently.  

          TEXT AMENDMENT - I-R, I-1, C, C-1 DISTRICTS
The Planning Commission recommendation regarding office use in the I-R and I-1 districts and
removal of enclosed storage buildings and mini-warehouses from the C and C-1 districts was
before the Board for final reading.

Motion made by Everett, seconded by Brown to adopt the text amendment.  Roll call vote
showed Johnson-yes, Block-yes, Brown-yes, Everett-yes.    

    MASTER LAND USE PLAN - AMENDMENT TO INDUSTRIAL DISTRICT
The Planning Commission recommendation to amend the Master Land Use Plan updating text 
regarding the Industrial districts was before the Board for final reading.

Motion made by Brown, seconded by Johnson to adopt the amendment.  Roll call vote showed
Block-yes, Johnson-yes, Everett-yes, Brown-yes.  

   TEXT AMENDMENT - DRIVE UP & DRIVE THROUGH SERVICE WINDOWS
The Planning Commission recommendation to change drive up and drive thorough windows
from permitted uses to special exception uses in the Commercial districts was before the Board
for final reading.   

Motion made by Everett, seconded by Johnson to adopt the amendment.  Roll call vote showed
Johnson-yes, Everett-yes, Brown-yes, Block-yes.   

                        OTHER BUSINESS 
Clerk Everett advised the Board a request had been received from Concord Place Apartments for
an indemnity agreement while their facility is used as a polling place.  The document had been
prepared by the Township Attorney in conjunction with the Township insurance carrier.

Motion made by Everett, seconded by Johnson to approve the agreement and authorize the
Supervisor to sign it.  Carried.

                     BOARD MEMBER COMMENTS

Treasurer Brown provided the Board with her quarterly report on the Township investment
program and Board Appointment Committee members were provided information regarding
appointments for 2001.

Engineer Snell advised the Springwood Hills water project should be completed within the next
month or so including road repairs.

Trustee Johnson commended Treasurer Brown for the investment program.

                          ********** 
Trustee Block commented the Fleckenstein family has suffered a great loss in the death of a
great- grandchild and our thoughts are with them at this time of need.  
  
                                
There was no further business and the meeting was adjourned at 7:15 p.m.
