OSHTEMO CHARTER TOWNSHIP

TOWNSHIP BOARD

January 22, 2002

The Oshtemo Township Board held its work session at the Township Hall. Supervisor VanDyke called the meeting to order at 5:00 p.m.

Trustee Jim Worline

Also present was 1 interested person.

The Board discussed the goals listed at the January 8th meeting and ways to achieve them including studies, committee work and discussion with the Planning Commission.

Supervisor VanDyke called the regular meeting to order at 7:05 p.m.

Also present was Patricia Mason, Township Attorney, Bob Snell and Marc Elliott Township Engineers, Mary Lynn Bugge, Planner, and approximately 4 interested people.

Trustee Worline requested the motion concerning Hope Woods in the January 8th minutes be corrected to reflect who seconded the motion. Motion by Brown, second by Brodasky to approve the minutes of the January 8th meeting as corrected. Carried.

Income to the General and Fire Funds of $3,874.87 and disbursements of $164,047.64 were reported. Motion by Worline, second by Culp to accept the receipts and disbursements report. Carried.

CITIZENS COMMENTS

Neil Sikora, 2378 Fairgrove, was critical of the Board approving Martin Luther King Day as a paid holiday for Township employees.

LIQUOR LICENSE TRANSFER - HOLIDAY BOWL, INC.

A request from Holiday Bowl, Inc. for a transfer of the liquor license currently held by Holiday Lanes, Inc. was received from the Liquor Control Commission. Karen Otten, Assistant Manager advised there had been a change in ownership, but no planned change in use.

Motion by Everett, second by Brodasky to approve the liquor license transfer. Roll call vote showed Brodasky-yes, Brown-yes, Bushouse-yes, Culp-yes, Everett-yes, VanDyke-yes, Worline-yes.

WEST PORT TRAILS II FINAL APPROVAL OF A PRELIMINARY PLAT

Planner Mary Lynn Bugge presented West Port Trails II for final approval of a preliminary plat-Step 2.

She advised conditional approvals had been received from the Kalamazoo County Drain Commissioner, Kalamazoo County Road Commission and the Kalamazoo County Health Department. She further advised street lighting would be required, the plat would be served by public water and approval should be subject to execution of a water agreement with the Township and payment of fees. Additionally, approval should be subject to all utilities being placed underground . A letter from the developer stated he had contacted all utility companies regarding the plat.

Dan Visser, developer inquired regarding the reimbursement agreement on water installation. Treasurer Culp advised for any connections made, the developer would be reimbursed 80% for 10 years.

Motion by Brodasky, second by Worline to grant Final Approval of a Preliminary Plat subject to the conditions recommended by the Planning Department. Roll call vote showed Brown-yes, Bushouse-yes, Culp-yes, Everett-yes, VanDyke-yes, Worline-yes, Brodasky-yes.

RESOLUTION - US 131 BUSINESS ROUTE

A request from the Kalamazoo County Board of Commissioners to adopt a resolution supporting a southbound egress and a northbound ingress for the US 131 business route was presented. It was noted this improvement would benefit all areas of the county.

Motion by Brown, second by Brodasky to adopt the resolution. Roll call vote showed Bushouse-yes, Culp-yes, Everett-yes, VanDyke-yes, Worline-yes, Brodasky-yes, Brown-yes.

OTHER BUSINESS

RESOLUTION - KL LANDFILL COST SHARE GRANT

Attorney Mason advised the Township may apply for reimbursement of expenditures related to the cleanup of KL Landfill through the Natural Resources and Environmental Act. A resolution stating we have not and will not receive reimbursement from other sources is required.

Motion by Worline, second by Brown to adopt the resolution. Roll call vote showed Culp-yes, Everett-yes, VanDyke-yes, Worline-yes, Brodasky-yes, Brown-yes, Bushouse-yes.

Trustee Bushouse expressed concern regarding the clearing of land that has occurred on the property adjacent to Flesher Field. He felt a survey of the south property line should be conducted.

Motion by Bushouse, second by Brown to direct the Township Engineer to survey the south property line of Flesher Field. Carried.

There was no further business and the meeting was adjourned at approximately 7:40 p.m.
