OSHTEMO CHARTER TOWNSHIP

TOWNSHIP BOARD

August 24, 2004

The Oshtemo Township Board held its work session at the Township Hall. The meeting was called to order at 5:00 p.m.

Trustee Stan Rakowski

Also present were James Porter, Township Attorney, Marc Elliott, Township Engineer, Ron Commissaris, Texas Township Supervisor, Linda Kerr, Texas Township Clerk, Linda Phillips, Community Access Director, and Greg Culver, Operations Manager of ComCast.

Discussion included the ability to provide local access channels on the ComCast system. It was noted there had been several previous discussions regarding this issue with the understanding that both townships must choose the same channels and they desired one Kalamazoo local access channel and one Portage local access channel.

Ms. Phillips and Mr. Culver advised they would need to meet with representatives of Charter Communications to finalize the connection and would do so as soon as possible.

Trustee Brown had questions pertaining to the Community Access Center budget and the public service fee, which by law must be used for capital improvements. She requested Ms. Phillips meet with the Board at a future time to discuss the budget.

Supervisor VanDyke called the regular meeting to order at 7:00 p.m.

Also present were James Porter, Township Attorney, Marc Elliott, Township Engineer, and 5 interested people.

Motion by Corakis, second by Brown to approve the minutes of the August 10th Regular and August 12th Special Meetings. Carried.

Income to the General and Fire Funds of $13,928.08 and disbursements of $96,804.26 were reported.

Motion by Culp, second by Corakis to accept the receipts and disbursements report. Carried.

CITIZENS COMMENTS

None.

STRUCTURAL SURVEY OF DRAKE HOUSE

Clerk Everett advised the Park Committee and Oshtemo Historical Society had reviewed two proposals for a structural survey of the Drake House and were recommending acceptance of the bid from Architectural + Design in the amount of $7,683.00. The survey would provide a thorough review of the structure and assist in prioritizing needs for renovation and restoration of the house.

Rosamond Robbert, representing the OHS, reviewed recent activity of the group including clearing brush and trash from the grounds and cleaning/sorting items from the house.

Motion by Rakowski, second by Corakis to accept the bid from Architectural + Design in the amount of $7,683.00 to conduct an architectural structural survey of the Drake House. Carried.

RESOLUTION FOR MDOT CONTRACT

Clerk Everett advised the contract with MDOT concerning the Township's participation in the Kal-Haven Trail tunnel project requested a resolution from the Board.

Motion by Everett, second by Culp to adopt a resolution authorizing the Supervisor and/or Clerk to sign the contract with MDOT. Roll call showed Brown-yes, Bushouse-yes, Corakis-yes, Culp-yes, Everett-yes, Rakowski-yes, VanDyke-yes.

OTHER BUSINESS

Electrical Inspector Contract - Supervisor VanDyke advised the electrical inspector contract approved by the Board at the August 10th meeting had been declined by the applicant. He further advised an agreement had been reached with Art Earl to accept the electrical inspector contract, with modification to the plan review fee to provide a cost per square foot as well as an hourly fee, whichever is less. He also advised Bill Nederhoed, retiring electrical inspector, would be assisting Mr. Earl through an agreement between themselves.

Motion by Corakis, second by Rakowski to approve the agreement with Art Earl as amended. Carried.

BOARD MEMBER COMMENTS

Trustee Rakowski commented the painting project at the Old Township Hall on 8th Street is nearly complete.

Trustee Corakis commented he felt joint meetings of the Township Board, Planning Commission, and ZBA should not be cancelled other than by the Township Board. He noted the previous two joint meetings had been cancelled and he felt there were issues which should be addressed.

Trustee Rakowski commented he too was disappointed the meeting was cancelled; he felt the meetings are a good opportunity to share knowledge.

Clerk Everett commented she felt the meetings could be very productive but often were not due to lack of organization, sidebar conversations and lack of willingness to spend the necessary time to discuss issues. She suggested rules of order should be established.

Trustee Brown commented she found the lack of participation by some members frustrating.

There was no further business and the meeting was adjourned at approximately 7:35 p.m.
