TOWNSHIP BOARD

August 13, 2002

Public Comment session was held at the Township Hall. Supervisor VanDyke called the meeting to order at 6:00 p.m.

Trustee Jim Worline

Also present was Patricia Mason, Township Attorney, Bob Snell and Marc Elliott, Township Engineers, and 4 interested persons.

PUBLIC COMMENT

None.

Gary Cramer, Kalamazoo Township Supervisor, Linda Teeter, Kalamazoo City Commissioner, Ken Collard from the Kalamazoo Wastewater Treatment Plant, and Rich Pierson of the Gull Lake Sewer and Water Authority were present to discuss and answer questions regarding the proposed wastewater agreement between the City of Kalamazoo and the Kalamazoo Regional Water and Wastewater Commission.

Consensus was this was a good example of intergovernmental cooperation and it was noted the same efforts should be applied to the central dispatch issue.

Supervisor VanDyke called the regular meeting to order at 7:00 p.m.

Also present was Patricia Mason, Township Attorney, Bob Snell and Marc Elliott, Township Engineers, Mary Lynn Bugge, Planner, Bob Horton, Building Official, and approximately 7 interested people.

Clerk Everett advised of a correction to the July 23rd minutes in the item under other business regarding the credit card resolution the names of Trustees Brodasky, Brown and Worline were omitted. Motion by Brown, second by Brodasky to approve the minutes of the July 23rd meeting as corrected and the August 1st special meeting as presented. Carried.

Income to the General and Fire Funds of $90,464.45 and disbursements of $351,576.39 were reported. Motion by Bushouse, second by Worline to accept the report as presented. Carried.

PLANNING COMMISSION RECOMMENDATION
REZONING - SECTION 33 - AG RURAL TO R-2

Planner Mary Lynn Bugge presented a recommendation from the Planning Commission to approve a rezoning request initiated by Richard Schramm for the residential portion of his properties on Yucca Point and expanded to include the properties at 8401 Stadium Drive and 4088, 4047, and 4055 O'Park Street. The recommendation also includes the Master Land Use Plan be amended to reclassify the above area from Rural Residential to Residential.

Ms. Bugge noted that all the properties can be served by public water and, except for the Yucca Point properties, by public sewer.

Motion by Brodasky, second by Worline to accept the recommendation and set First Reading for August 27th. Carried.

REPORT AND RECOMMENDATION FROM BUILDING DEPARTMENT
RESIDENTIAL/COMMERCIAL FEES

Building Official Bob Horton presented a six-month review of residential building permit fees as requested when fees were increased. He advised year to date statistics were similar to last year both in the number of new home permits issued and revenue received. Consensus was to not make any adjustment in the fee schedule at this time.

Mr. Horton also presented a recommendation to change the commercial fee schedule to a formula using a permit fee multiplier as outlined in the International Construction Code. He advised the formula is based on the percentage of budget to be provided by the fees and annual construction valuation. After lengthy discussion it was felt more information is needed.

Motion by Bushouse, second by Worline to postpone action on the commercial fee schedule to the September 10th meeting and requested Mr. Horton provide a breakdown of commercial and residential valuations, expenses and revenue. Carried.

BOARD MEMBER COMMENTS

Supervisor VanDyke advised he, Trustees Brodasky, Bushouse and Worline attended the "Rally on Lansing" to urge the legislature to override the Governor's veto of revenue sharing. He further advised the vote was taken and the veto was overridden in the House by 105-1 and in the Senate 35-1.

Trustee Worline inquired when budget discussions would begin. Supervisor VanDyke advised he had a preliminary discussion with Auditor Mike Crandall.

Clerk Everett advised Election Day went very well with a Township wide voter turnout of 27%.

Trustee Bushouse commented on the success of Oshtemo Day, the biggest yet, and thanked Clerk Everett and Deputy Clerk DeAnna Janssen for their work on organizing the Township's participation. Clerk Everett advised money raised from the children's' games and raffle would benefit the Parkview Building Renovation Fund.

There was no further business and the meeting was adjourned at approximately 7:55 p.m.
