Township Board Minutes
April 27, 1999
The Oshtemo Township Board held its regular meeting at the Township Hall. The meeting was called to order by Supervisor Fleckenstein, at 7:00 p.m.

Also present was Richard Reed, Township Attorney and Robert Snell, Township Engineer along with 4 interested people.
Motion made by Anderson, seconded by Johnson to approve the minutes of our last meeting on April 13, 1999, as prepared. Carried.
Income to the General Fund of $10,993.63 and disbursements of $97,578.70 were reported. Fire Fund income was $.00 with disbursements of $21,698.49. Motion made by Anderson, seconded by Block, to acknowledge the receipts and pay the bills. Carried.
KL AVENUE TO 10TH STREET SEWER PROJECT
A resolution was presented that awarded the construction of a sanitary sewer, from KL Avenue to 10th Street, to Dunigan Brothers and authorized the Supervisor and Clerk to sign for bank loan for a portion of the cost of the project. The total anticipated cost for the project would be $770,000. The amount to be financed would be $375,000.
After exploring three banks for the best interest rate, the Supervisor reported that National City's rate was 4.41%. The others were both 4.5%. The installment payment plan would be for 10 years.
Motion made by Block, seconded by Anderson to adopt the resolution authorizing the Supervisor and Clerk to sign the loan agreement with National City.

RESIGNATION OF CLERK ELAINE BRANCH
The Board had received a letter of resignation from Township Clerk Elaine Branch stating an effective date of July 1, 1999. She stated that with her husband's retirement on May 1st, they were ready to began another phase of their lives.
She announced that her Deputy, Debbie Everett, had expressed a desire to seek the position. It was her feeling that Debbie has the ability to do a good job. With her experience and genuine commitment to public service, she felt the transition could be very smooth.
Supervisor Fleckenstein stated that in her seventeen years of service, Elaine had made considerable contributions to the township and that she would be missed.
Motion made by Brown, seconded by Block to accept the resignation for Clerk Branch, with regrets. Carried.
Trustee Block reported that the Personnel Committee had met regarding the procedure for the appointment to the position of Township Clerk. The following schedule will be used:
Position to be posted by: April 30, 1999
Applications accepted until: May 7, 1999
Applications reviewed and
interviews scheduled: May 11, 1999
They will be suggesting a starting salary of $37,000.
There was no further business and the meeting adjourned at 7:16 p.m.
